We would like to see a fee function to charge members just for the fee for foodclub. We struggled with how to apply that to every member separate from our other fees (that are also per-order member fees)

Have you considered just switching to the quarterly user billing mode? That would give each of your members their own Foodclub invoice page, where they typically owe something like $1 to $6 per three months, or higher for the very large orderers. The only drawback is they cannot pay by check, unless they want to prepay $30.
